Claims about process rather than about result
Most of the vocabulary on a sun protection pack falls into two groups. There are claims tied to a defined measurement, such as the protection factor, the protection category and the circled ultraviolet A mark, all of which have a method and a threshold behind them. And there are claims that describe a process, of which dermatologically tested is the clearest example.
A process claim states that something was done. It does not state what standard the doing had to meet. That is the whole of the difficulty, and it is why these phrases occupy so much space in the guidance on cosmetic claims while occupying so little space in a reader's attention.
Dermatologically tested
The phrase indicates that a test involving human skin was carried out under the supervision of a suitably qualified person. It does not indicate the size of the panel, the design of the test, the duration, the endpoint, or the criterion for a satisfactory result.
Nor does it indicate an outcome. A reader almost always takes it to mean tested and found to be gentle, or tested and approved for sensitive skin. The words do not say that. Under the common criteria for cosmetic claims, a claim must not attribute to a product characteristics it does not have, and the gap between what these words say and what they are taken to say is precisely the kind of implication that criterion addresses.
The more defensible construction states the outcome rather than the process. Wording that says a product was assessed under dermatological control and found to be well tolerated on a stated panel says considerably more, and is assessable against the evidence held.
Hypoallergenic
There is no statutory definition of hypoallergenic in the United Kingdom cosmetics regime, no threshold and no list of substances whose absence entitles a product to the description.
Guidance on cosmetic claims addresses this directly in substance: a claim of this kind should mean that the product has been designed to minimise the potential for allergic reaction, and it must not imply that an allergic reaction is impossible. That second point matters, because the prefix invites exactly that reading, and no product can guarantee it.
For a reader with a known sensitivity, the practical consequence is that the word is not a substitute for reading the ingredient list, and it is certainly not a substitute for advice about a diagnosed allergy. Where this becomes a question about your own reaction to a product, it stops being a labelling question, and the right place to take it is a pharmacist or a GP.

Non comedogenic
The claim relates to whether a formulation tends to block pores. There is no statutory definition, no mandated method and no fixed threshold. Testing approaches exist, they vary, and the claim is supported by whatever the manufacturer holds in its file.
The word carries an additional problem in the sun protection category specifically, because a reader with a tendency to congestion often reads it as a reason to choose one product over another for a purpose that has nothing to do with sun protection. That is a legitimate consumer preference, and it should not be confused with a regulated performance characteristic.
Clinically proven and the stronger constructions
A distinct step up in seriousness comes with wording such as clinically proven, clinically tested or scientifically proven. These are objective claims of the strongest kind and the advertising codes require substantiation before publication, in the form of documentary evidence that supports the claim as it will be understood.
Two failure modes recur. The first is a claim of proof supported by evidence of testing, which are different things. The second is evidence that relates to a narrower proposition than the claim: a study of an ingredient supporting a claim about a finished product, or an assessment on a small panel supporting a general claim about efficacy.
Where wording of this kind starts to describe the treatment or prevention of a condition, a further question arises, which is whether the product is being presented as a medicinal product. Classification depends on presentation as well as on function, and the MHRA guidance on what is a medicinal product is the relevant reading. The asterisk and what it can carry
Many of these phrases appear with an asterisk leading to a qualification in small type. There is a difference between a qualification that explains a claim and one that contradicts it.
A footnote stating the panel size and the assessment period explains. A footnote stating that a claim relates to an ingredient in isolation, or to a consumer perception exercise rather than a measurement, changes the claim into something else, and the codes are clear that a qualification cannot contradict the main claim it qualifies.
Consumer perception footnotes deserve particular attention. A statement that a proportion of a panel agreed with something is a record of opinion. It is not evidence of a physical effect, and presenting it in a way that implies a measured outcome is the most common way this group of claims goes wrong.
Free from, and the claim made by absence
A separate construction has grown up around what a product does not contain: free from, no added, without. Guidance on cosmetic claims treats free from claims with particular caution, and the reasoning applies directly to sun protection packs.
The difficulty is that a free from claim usually carries an implied comparison and an implied judgement. Stating that a product is free from a substance implies that the substance is undesirable and that products containing it are worse. Where the substance concerned is permitted, assessed as safe for its intended use and used across the category, that implication denigrates other products on a basis the evidence does not support.
There is a second difficulty specific to this category. Where a free from claim relates to a class of ultraviolet filter, it is making a statement about the very components that produce the protection the product is sold for. A reader is being invited to prefer a formulation on grounds unrelated to how well it performs at the thing being measured, and the pack does not say so.
The defensible version states composition without the implication: a plain statement of what a formulation contains or excludes, in the ingredient list where that information properly lives, without a front of pack claim that turns an absence into a virtue.
Reading them as a consumer
The useful habit is to ask what result was required. If a phrase tells you that something was tested but not what it had to achieve, you have been given a process and not a finding. If it tells you an outcome, ask on how many people and against what.
None of this makes the phrases worthless. A manufacturer that has done tolerance testing has done something a manufacturer that has not has not done. It makes them weaker than they read, which is the recurring theme of this section of the publication.
What to take from this
Dermatologically tested, hypoallergenic and non comedogenic describe process or design intent rather than a threshold. They are governed by the general requirement that claims be truthful, evidenced and not attribute characteristics a product does not have, and the evidence sits in a file no reader will see.
