A divergence with a direction
Take each element of a sun protection label in turn and set the technical meaning against the popular one. What emerges is not a scatter of misunderstandings but a pattern, and the pattern points one way.
The factor is a ratio measured against reddening at a fixed application quantity. It is heard as a percentage of protection, or as a multiplier on time outdoors. The circled ultraviolet A mark is a threshold relative to the labelled factor. It is heard as a level of ultraviolet A protection. The star rating is a ratio between two protections. It is heard as a rating of one. Water resistant is a claim about a tested immersion sequence. It is heard as unaffected by water.
In every case the popular reading is the more reassuring one. That consistency is what makes the gap a subject rather than a complaint.

Why the divergence goes that way
Three mechanisms account for most of it, and none of them requires anybody to be acting badly.
Numbers imply linearity. A scale that runs 15, 30, 50 invites a reader to interpolate evenly. The underlying quantity is a reciprocal, which flattens. Nothing on the pack signals that, and there is no obvious way it could.
Symbols imply degree. A mark on a pack is naturally read as a positive attribute with a magnitude. The circled mark has no magnitude; it is present or absent. A reader supplies the magnitude because that is what marks usually carry.
Conditions are elsewhere. Every element of the label is conditional, and the conditions are on the back, in smaller type, or absent entirely. The application quantity, which is the most consequential condition attached to the largest number, appears nowhere on the pack.
This is not a story about deception
It would be easy to write this as an indictment, and it would be inaccurate. Most of the divergence arises from structural features of labelling rather than from anybody's wording choices.
A pack has finite space, competing mandatory particulars and a reader giving it a few seconds in a shop. The information that would close the gap, the application quantity, the confidence interval, the absolute ultraviolet A figure, the critical wavelength, is either unprintable in the space or incomprehensible in it, or both.
Where wording does contribute, it is at the margins: a claim that leans on the misreading rather than correcting it. That is what the claim rulings in this publication examine, and it is a smaller part of the problem than the structure is.
The consequence that matters
A misreading of a label matters when it changes what somebody does, and here it can.
The long standing concern in public health discussion is that a higher figure, or a more reassuring claim, can change behaviour rather than only changing exposure: that a person who believes they are more protected stays out longer, reapplies less or relies on the product in place of shade and clothing. This is a documented concern in guidance rather than a settled quantity, and we are not in a position to attach a figure to it.
What we can say is that the concern is coherent with the mechanism. If a label is read as more absolute than it is, the behaviour that follows will be calibrated to the reading rather than to the measurement. National guidance in the United Kingdom consistently positions sun protection products alongside shade and clothing rather than as a substitute for them, which is the practical expression of the same point.
Who could close it
Four parties could narrow the gap, and each can do something different.
Regulators and standards bodies could require conditions to be stated alongside claims, as the United States labelling rules do for water resistance duration. That approach has costs in flexibility and in pack space, and it demonstrably works for the one claim it is applied to.
Manufacturers could state conditions voluntarily. Nothing prevents a British pack from stating a tested immersion duration or from making the directions as prominent as the numeral. Very few do, because prominence is a commercial decision.
Retailers could stop writing listings in the vocabulary the label is not permitted to use, which is where discouraged wording concentrates.
Publications can explain the code. That is the only lever this one has, and it is why the site is built around claim rulings and condition blocks rather than around product coverage.
What a reader can do
Read the category word rather than the numeral, because it is the element designed to be read without interpretation. Look for the circled mark, because it carries a defined threshold. Read the directions, because they are the operative statement about use. And treat every claim as conditional, because every one of them is.
What a reader cannot do is verify anything. The evidence sits in an unpublished file, the laboratory is not named, and the panel size and confidence interval do not appear. Reliance on the system is not a choice a reader makes; it is the only option the arrangement leaves.
The gap has a search history
One of the more useful demonstrations that this divergence is real, rather than a publisher's theory, is what people type when they look for these products.
The vocabulary of search is the vocabulary of belief. People search for the words that describe what they want a product to do, and those words include the ones the label may not use. Sunblock persists. Waterproof persists. Phrases about total protection and about lasting all day persist. The label vocabulary, the category words and the mark, appear far less, because nobody thinks in those terms unless they have been taught to.
This creates a structural problem that any business in the category recognises. The words customers use are words the product cannot use about itself. Bridging that without making a claim is difficult, and the common resolution, letting retail listings and third party copy use the popular vocabulary while the pack stays correct, is the one that puts the discouraged wording in front of the largest audience.
For this publication the search vocabulary is evidence rather than a problem. It shows, without any need for a survey, that the popular understanding of these products is more absolute than any label has been permitted to claim for many years.
The word on our masthead
Sunblock is the gap in a single word. It says complete when the measurement says a fraction, it survives in speech because completeness is what people want, and it disappeared from packs because it cannot be supported.
A publication named after it is making a claim of its own: that the distance between a permitted statement and a popular belief is a subject worth a whole title, and that the way to close it is to publish the rules rather than to complain about the outcome.
The code is learnable, which is the encouraging part
It would be a bleak article if the conclusion were that the label cannot be read. It can, and the amount that has to be learned is small.
Four things do most of the work. The factor is a ratio, so compare fractions rather than numerals. The category word means the same on every pack and needs no interpretation. The circled mark is a threshold rather than a level, and its bar rises with the factor. And every figure was obtained at an application quantity greater than ordinary use, which is why the directions matter more than the number.
That is four ideas, and a reader holding them reads a sun protection pack more accurately than most people working in the category. None of it requires technical knowledge, and none of it is on the pack.
What to take from this
The divergence is systematic and it points one way. Numbers imply linearity, symbols imply degree and conditions sit elsewhere. Most of it is structural rather than deceptive, and the part that is not is what the claim rulings are for.
